徐延彬：学习十九大报告要“悟其道而出”<div> </div><div>贯彻落实习近平总书记“在学懂弄通做实上下功夫”的指示要求，既要“学进去”“得其门而入”，更要“学出来”“悟其道而出”。党的十九大报告是指引中国特色社会主义迈进新时代、开启新征程、谱写新篇章的政治宣言和行动纲领。贯彻落实习近平总书记“在学懂弄通做实上下功夫”的指示要求，笔者体会，既要“学进去”“得其门而入”，更要“学出来”“悟其道而出”。也就是要通过读原文、学原著、悟原理，用报告中的马克思主义立场、观点、方法和对新时代中国特色社会主义的部署要求，改造主观世界、校正思想行为、推动工作发展，做到学用贯通、知行合一。学出忠诚“把对党忠诚、为党分忧、为党尽职、为民造福作为根本政治担当”“弘扬忠诚老实”等价值观，忠诚是提拔重用干部的重要政治标准。十九大报告的这些要求，根本在于讲忠诚。忠于初心。十九大报告主题开宗明义要求“不忘初心”。每一名共产党员在入党时都进行了庄严宣誓。入党誓言就是初心，必须一诺千金、时刻牢记、终生无悔。忠于使命。“中国共产党一经成立，就把实现共产主义作为党的最高理想和最终目标，义无反顾肩负起实现中华民族伟大复兴的历史使命。”实现共产主义与实现中华民族伟大复兴，一个是最高理想和最终目标，一个是阶段性要求，必须把二者统一落实到履职实践中。忠于组织。“党政军民学，东西南北中，党是领导一切的。”《党章》第十条规定的“四个服从”，是党的组织制度的基本原则。必须在内心深处把党置于神圣不可侵犯的地位，对党组织不讲条件地服从、无怨无悔地付出。学出自信学习十九大报告，我们有理由、有底气也应该充满自信。这一自信，来自党的十八大以来取得的历史性成就。以习近平同志为核心的党中央团结带领人民推动党和国家事业发生了全方位、开创性、深层次、根本性的历史性变革，解决了许多长期想解决而没有解决的难题，办成了许多过去想办而没有办成的大事，开辟了治国理政新境界，极大增强了中华儿女对未来发展的自信心。这一自信，来自中国特色社会主义道路、理论、制度、文化的自信。习近平新时代中国特色社会主义思想既坚持老祖宗，又谱写新篇章，把中国特色社会主义和实现社会主义现代化、实现中华民族伟大复兴有机贯通起来，深刻回答了新时代坚持和发展中国特色社会主义的一系列重大问题，充分彰显了新时代中国特色社会主义的蓬勃生机和活力，使21世纪中国的马克思主义展现出更强大、更有说服力的真理力量。这一自信，归根结底来自对党坚强有力的领导的自信。“历史已经并将继续证明，没有中国共产党的领导，民族复兴必然是空想。”正是在党的强有力的领导下，中华民族迎来了从站起来、富起来到强起来的伟大飞跃，迎来了实现中华民族伟大复兴的光明前景，充分展现了旺盛生命力和强大战斗力。学出格局学习十九大报告可以强烈感受到中国古人“为天地立心，为生民立命，为往圣继绝学，为万世开太平”的广阔胸襟。一是天下观。十九大报告强调“坚持推动构建人类命运共同体”“始终做世界和平的建设者、全球发展的贡献者、国际秩序的维护者”“保护好人类赖以生存的地球家园”。这就把中国特色政党政治、中国特色社会主义道路和中国共产党的领导纳入人类政治文明大范畴，郑重宣示要为人类政治文明进步作出充满中国智慧的贡献，展现出匡世经纬的天下观。二是历史观。十九大报告沿着中华民族和中国社会发展的历史轨迹，站在“两个一百年”奋斗目标的历史交汇点上分“两步走”对到本世纪中叶我国的建设发展谋篇布局，展现出习近平总书记的高瞻远瞩和博大胸怀。三是正义观。十九大报告在大国外交上，强调“构建人类命运共同体”；在民主政治上，强调要“用制度体系保证人民当家作主”；在依法治国上，强调“努力让人民群众在每一个司法案件中感受到公平正义”，展现出公平公正的价值追求。四是人民观。十九大报告强调“人民是历史的创造者，要依靠人民创造历史伟业”，展现出人民至上、人民为大的人民观点。学习十九大报告，就要提高政治站位，拓宽视野格局，克服本位主义、部门主义、事务主义、经验主义，始终站在全局角度谋划推动工作。学出担当十九大报告充分体现了中国共产党人强烈的担当精神。在为什么人担当上，强调“带领人民创造美好生活，是我们党始终不渝的奋斗目标”，重申“中国共产党是为中国人民谋幸福的政党，也是为人类进步事业而奋斗的政党”。在为什么要担当上，强调“牢记使命”，直面党内存在的问题和面临的考验与危险。在担当什么上，明确“实现推进现代化建设、完成祖国统一、维护世界和平与促进共同发展”三大历史任务。在如何担当上，强调“登高望远、居安思危，勇于变革、勇于创新”“敢于面对曲折、勇于修正错误”“坚持实干兴邦”“勇于自我革命，从严管党治党”；“旗帜鲜明为那些敢于担当、踏实做事、不谋私利的干部撑腰鼓劲”。这些充分表明中国共产党人“计利当计天下利”的优秀政治品格。学出情怀十九大报告贯穿“以人民为中心”的发展思想，203次提到“人民”一词，充分体现了“全心全意为人民服务”的根本宗旨和“立党为公，执政为民”的崇高情怀。讲提高保障和改善民生水平，强调要使“人民获得感、幸福感、安全感更加充实、更有保障、更可持续”。讲发展教育事业，强调“办好人民满意的教育”。讲就业，强调“使人人都有通过辛勤劳动实现自身发展的机会”。讲住房保障，强调“坚持房子是用来住的、不是用来炒的定位”“让全体人民住有所居”。讲脱贫攻坚时，强调坚决打赢脱贫攻坚战，做到“脱真贫、真脱贫”。讲健康中国时，强调“为人民群众提供全方位全周期健康服务”。讲社会治理时，强调“保护人民人身权、财产权、人格权”。讲生态文明，强调要“提供更多优质生态产品以满足人民日益增长的优美生态环境需要”。讲全面从严治党，指出“凡是群众反映强烈的问题都要严肃认真对待，凡是损害群众利益的行为都要坚决纠正”。等等接地气、暖人心的话语随处可见。学出本领十九大报告指出，“领导十三亿多人的社会主义大国，我们党既要政治过硬，也要本领高强。”强调要增强学习本领、政治领导本领、改革创新本领、科学发展本领、依法执政本领、群众工作本领、狠抓落实本领、驾驭风险本领。这“八个本领”是从全面增强执政能力角度提出的，有机统一、相辅相成。习近平总书记多次强调，“领导干部不仅要有担当的宽肩膀，还得有干成事的真本领”。党员领导干部应注重提高政治思考能力，加强政治理论学习，坚持以政治为起点、以政治为底线、以政治为标准、以政治为考量思考决断工作。注重提高系统谋划能力，坚持以战略思维、创新思维、辩证思维、法治思维、底线思维分析和解决问题，善于统筹整体和全局。注重提高执行落实能力，把雷厉风行和久久为功有机结合起来，勇于攻坚克难，以钉钉子精神做实做细做好各项工作，提高执行力、操作力、落实力。注重提高开拓创新能力，善于适应经济发展新常态、贯彻新理念、运用新技术化解矛盾和问题，切实提高工作能力水平。学出定力十九大报告强调，“我们党要始终成为时代先锋、民族脊梁，始终成为马克思主义执政党，自身必须始终过硬”。并且整个报告八分之一多的篇幅部署党的建设，宣示了全面从严治党的坚定决心、根本原则、目标方向和任务要求。对一级组织而言，要认真履行全面从严治党政治责任，认真落实党风廉政建设责任制，从严从实抓班子带队伍、立规矩优作风，严格执行《关于新形势下党内政治生活的若干准则》，持续正风肃纪，不断提高党组织的凝聚力、向心力、战斗力。对党员干部个人而言，要增强政治定力、纪律定力、道德定力、抵腐定力，始终心存敬畏、手握戒尺，始终不放纵、不放逸，做政治上的明白人、纪律上的规矩人、廉洁上的清白人、品行上的老实人。学出精神十九大报告深刻回答了以什么样的精神状态履行新时代历史使命的问题，充分展现了共产党人昂扬奋发的精神面貌。一是永不懈怠、永不停步的进取精神。十九大报告开篇号召全党同志“一定要以永不懈怠的精神状态和一往无前的奋斗姿态，继续朝着实现中华民族伟大复兴的宏伟目标奋勇前行”。结尾告诫全党同志“历史只会眷顾坚定者、奋进者、搏击者，而不会等待犹豫者、懈怠者、畏难者”。以及当中所提的目标要求、所作的战略安排、所列的具体举措，都充满了强烈的进取精神。二是艰苦奋斗、自强不息的斗争精神。要求“全党必须准备付出更为艰巨、更为艰苦的努力”，“必须进行具有许多新的历史特点的伟大斗争，任何贪图享受、消极懈怠、回避矛盾的思想和行为都是错误的”。告诫“全党一定要保持艰苦奋斗、戒骄戒躁的作风，以时不我待、只争朝夕的精神，奋力走好新时代的长征路”。三是实事求是、与时俱进的变革精神。强调“世界每时每刻都在发生变化，我们必须在理论上跟上时代，不断认识规律，不断推进理论创新、实践创新、制度创新、文化创新以及其他各方面创新”。提出“建设现代化经济体系”，强调要“推动经济发展质量变革、效率变革、动力变革”。关于党的建设则强调要自我革命。可以说，十九大报告处处彰显了创新求变精神。贯彻落实十九大精神，不仅要落实具体工作部署，更要汲取精神营养，并转化成干事创业的强大动力。</div>
