“十三五”文化产业政策的十大辩证关系

<div style="text-indent:2em;"><font size="3"><span style="color: rgb(62, 62, 62);">摸着石头过河的改革发展方略较快较轻地启动了改革进程，但也造成了</span><span style="color: rgb(0, 112, 192);">深层问题的累积，</span><span style="color: rgb(62, 62, 62);">在改革进入深水区后必须进行适当调整，这就</span><span style="color: rgb(0, 112, 192);">要求更加注重顶层设计，注重改革发展的系统性、协调性和整体性。</span><span style="color: rgb(62, 62, 62);">近年来，我国文化产业的发展基本遵循我国文化改革发展的基本进程，在国家层面启动文化产业发展进程后，主要的是依靠竞争性的区域创新和行业创新，积累了丰富的发展经验和坚实的发展基础，但也造成了重复浪费等诸多问题。</span></font></div>

<div style="text-indent:2em;"><font size="3"><span style="color: rgb(62, 62, 62);">文化产业同时具有经济、社会和道德调节等丰富功能，具有道德价值规范的特殊性，所以</span><span style="color: rgb(0, 112, 192);">我国始终坚持把社会效益放在文化产业发展原则的首位，</span><span style="color: rgb(62, 62, 62);">但在文化产业发展的初期局部却出现了文化产业不姓“文”的偏差。在日益激烈的国际政治竞争中需要文化这个润滑剂、民族复兴需要强大的文化支撑、确立社会主义核心价值观成为文化建设首要任务、改革进入深水区各种社会矛盾需要文化来弥合分歧与推进社会和谐，这样就</span><span style="color: rgb(0, 112, 192);">要求必须把社会效益摆在更加突出位置。</span><span style="color: rgb(62, 62, 62);">况且文化产业的经济价值和社会价值实现并不矛盾，</span><span style="color: rgb(0, 112, 192);">文化产品的社会价值越高，相应的经济价值也才会越高。</span><span style="color: rgb(62, 62, 62);"></span></font></div>

<div style="text-indent:2em;"><font size="3"><span style="color: rgb(62, 62, 62);">在“十三五”时期，由于产业结构整体性转向创新驱动，</span><span style="color: rgb(0, 112, 192);">强调科技研发、创意设计等创造性要素在价值增值中的作用，</span><span style="color: rgb(62, 62, 62);">国民经济管理体系必须做出相应的改革，</span><span style="color: rgb(0, 112, 192);">知识产权必然进入成本收益核算体系。</span><span style="color: rgb(62, 62, 62);">同时，文化产业作为产业形态也不能因价值特殊性而游离其外，必须要全面纳入调整后的新国民经济管理体系内。包括版权等在内的</span><span style="color: rgb(0, 112, 192);">知识产权生产和保护制度体系将实质性破局，文化要素市场交易结构和平台建设环境得到优化，文化产业发展的瓶颈问题将得到快速解决，支持文化产业发展的政策工具将会更加丰富，更加具有普惠性。</span><span style="color: rgb(62, 62, 62);"></span></font></div>

<div style="text-indent:2em;"><font size="3"><span style="color: rgb(62, 62, 62);">因此，文化产业的发展</span><span style="color: rgb(0, 112, 192);">必须立足庞大的国内市场，</span><span style="color: rgb(62, 62, 62);">并且在应对经济下行压力加大的重要关口，顺应服务型经济结构调整趋势，坚持效率优先，保持文化产业发展的较高增速，通过文化消费端的强力启动迅速扩大国内市场规模，弥补刚性需求疲软的缺口，拉动内需的升级转型。只有这样所形成的具有竞争力的文化产业和服务产品、企业才能在市场平台上实现文化走出去。同时，</span><span style="color: rgb(0, 112, 192);">文化的走出去和文化贸易必须把工作中心转移到服务“一路一带”的国家战略上来，要紧紧围绕“一路一带”广泛建立文化交流平台和文化产业合作平台，以点带面地推进文化走出去。</span><span style="color: rgb(62, 62, 62);"></span></font></div>
