<p> <strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(227, 108, 9); box-sizing: border-box !important;">“事儿”是请示之本。</span></strong>写请示，不管是简单的还是复杂的，最首要、最根本的，还是要把相关的事情弄懂弄通。比如某项会议活动安排方案的请示。仅仅自己坐在办公室苦思冥想，是绝对写不出来的。事先必须透彻研究有关情况，并与有关各方搞好沟通衔接。会议的时间、地点、参加人、议程以及宣传报道等五个方面，都需要事先做充分的准备。在时间方面，要看领导同志和主办方方便与否；在地点方面，要看拟选的场所届时有没有其他活动，安全有没有保障；议程方面，涉及人员是否有困难不能参加等。所以，写这种请示，了解研究、沟通协调的工作量都比较大，都要求非常周到、非常细致。这样的请示件，既是之前调查研究与沟通协调工作成果的荟萃和升华，又是领导批准后进行实施的路线图、计划书、时间表。如果前面的工作做得好，请示写得周全、严密，就容易获得领导批准，实施起来也会比较顺畅。</p>

<p> <strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(227, 108, 9); box-sizing: border-box !important;">“事儿”是报告之源。</span></strong>报告的写作更需要搞透“事儿”——没有前面的工作，没有前面的努力，写报告就根本无从谈起，就会变成无中生有的胡编乱造。写报告在本质上是一个梳理、归纳、概括、补充和升华前期相关工作的过程。机关用得最多的报告，一个是总结报告，一个是调研报告。总结报告每个单位都会用到。从某种意义上说，总结报告是“锦上添花”，具有一定的附属性。写好总结报告，最根本的是要对这项工作的开展情况有详尽的了解，否则就不可能写好，要是竟然也能写好，那就一定是在弄虚作假。写调研报告，把调查搞好则是第一位的——也就是要深入基层、深入一线、深入群众，把事情的本来面目彻底搞清楚。否则，即便你文字水平再高也没有用武之地。这也正反映了请示、报告写作必须“以事为先”的道理。</p>
