color: rgb(79, 129, 189); box-sizing: border-box !important;">同时，我们也清醒地认识到，新常态也伴随着新问题、新矛盾，一些潜在风险渐渐浮出水面。</span></strong><span style="max-width: 100%; font-family: 宋体; box-sizing: border-box !important;">能不能适应新常态，关键在于全面深化改革的力度。我在去年工商领导人峰会上说过，中国改革已经进入攻坚期和深水区。我们要敢于啃硬骨头，敢于涉险滩，敢于向积存多年的顽疾开刀。</span></p><p></p> 11月9日，习近平主席在亚太经合组织工商领导人峰会开幕式上的讲话中，首次全面阐述了中国经济新常态的主要特点：“一是从高速增长转为中高速增长。二是经济结构不断优化升级，第三产业、消费需求逐步成为主体，城乡区域差距逐步缩小，居民收入占比上升，发展成果惠及更广大民众。三是从要素驱动、投资驱动转向创新驱动。”这一新的表述，立即引起国内外的广泛关注。今年5月，习近平总书记在河南考察时，首次以“新常态”描述新周期中的中国经济。国外媒体把这种新常态称作“（习近）平常态”。新常态给中国带来更多新的发展机遇。第一，经济增速虽然放缓，实际增量十分可观。在此基础上即使是7%左右的增长，在全球也是名列前茅。第二，经济增长更趋平稳，增长动力更为多元。“四化同步”有利于化解各种“成长的烦恼”；经济更多依赖国内消费需求拉动，避免依赖出口的外部风险。第三，经济结构优化升级，发展前景更加稳定。今年前3个季度，中国最终消费对经济增长的贡献率为48.5%，超过投资；服务业增加值占比46.7%，继续超过第二产业；高新技术产业和装备制造业增速明显高于工业平均增速；单位国内生产总值能耗下降。经济正在发生深刻变化，质量更好，结构更优。第四，简政放权，市场活力进一步释放。放开市场这只“看不见的手”，用好政府这只“看得见的手”，政府与市场的关系更加协调。
同时，也要清醒认识到，新常态也伴随着新矛盾新问题，一些潜在风险渐渐浮出水面，需求下滑、产能过剩、地方债务、影子银行困扰着我们；产能“挤水分”、房地产“去泡沫”、金融“去杠杆”，是对早先累积的失衡的调整和化解。经济增速放缓，金融领域转型与整个经济转型并行，资金利率却很难尽快降低，低增长与高利率并存具有较大隐患；创新驱动战略实施有利于经济长远发展，但是近期却无法代替传统产业；我国正在迎来“路易斯拐点”，不断接近完全就业状态，劳动力的供给可能成为经济增长的制约；在从高速增长转为中速增长之际，无法应对变化的企业遭到淘汰，失业者增多，可能引发社会不安。概括起来，就是前进的道路上可能存在两大陷阱，即“转型陷阱”和“中等收入陷阱”。
能不能适应新常态，突破增长瓶颈，跨越两大“陷阱”，关键在于全面深化改革的力度。2013年，中国GDP达568845亿元，人均6700美元左右，很多城市都远远超过了这个平均线。根据世界银行的标准，人均GDP达到12616美元的国家，就属于高收入国家。我国目前已经有42个地级及地级以上城市符合这一标准。据测算，如果今年我国经济增长率是7.4%，明年只要5.1%，就可以完成“十二五”规划；从2016年起，只要每年增长6.6%，则可以实现2020年国内生产总值和城乡居民人均收入比2010年翻一番的目标。2020年后，我国会逐步与现在的发达国家的增长率趋同，但仍然有可能保持较高的增长速度。跨越中等收入陷阱，进入高收入国家行列，需要我们的人均GDP再翻一番。根据“70黄金规则”，如果年增长率7%，10年翻一番；6%，12年翻一番；5%，14年翻一番。所以，问题不是经济增长率是7%、6%，还是5%，而是要以“平常心”面对“新常态”，尽量避免大的经济和社会波动。
综合考虑，从2015年起，我们应把经济增长的指导性目标确定为“7%左右”；继续实施积极的财政政策和稳健的货币政策，保持政策的连续性，稳定社会和市场预期；真正充分发挥市场的决定性作用和更好发挥政府作用。同时，宏观经济政策组合应更加灵活，货币政策在区间调控和定向精准调控的基础上，适时把过高的存款准备金率调回到一个更合理的水平，让“影子银行”现身，使利率降到经济增长率以下，释放金融领域的潜在风险；财政政策应更加积极，在经济转型过程中，发挥更大作用，结构性减税与支持扩大公共消费相结合，以公共支出支持促进公众消费的制度性安排，支持消费，支持就业，支持创新。
新常态是最大的改革，长期坚持，可以成就非常业绩，实现中国梦想。
